(Karasali). Master of the Empire's only deep water port on the White Sea,
and of the local customs fleet.
Mistress Nianda - Dean of the Lunar University
(Carmanian). A follower of Makabaeus, although many other denominations have
chapters within the University.
Lord Murhardavu - Prime Noble
The noble leader of the semi-independent Dara Happan community within the
city.
Kenenkesh - Polemarch
Commander of the guard within the Dara Happan quarter, and of Lord Murhardavu's
military resources.
Shining Engatha - High Priest of Yelm
Religious leader of the Dara Happan community.
Hemlakoth - First Master of Wagons
Head of the White Wagon League, one of the two major trading houses in the
city. A follower of Lokarnos.
Lord Cartavar - High Karmanos
The leader of the city's Carmanian community.
Amandus the Light - Magus
Religious leader of the local branch of the Carmanian Church.
Sassan Volkren - Master of the Black Tower
Commander of the hazars, and of local Carmanian military assets.
Vendar - Mason's Guildmaster
Semi-official leader of the local Pelandan community, and of the Quarter
of Statues.
Ranek Yar - First Sea Captain
Leader of the whaling fleet, and of the Karasali mercantile community.
Olmed al-Ajor - High Priest of Lol
Religious leader of the local Karasali community.

A Karasali Heroquester and whaler.
The Hooded Man
By rumour, the leader of the cult of Bone-Hands, and hence of the local criminal
underworld.
